Social D: Heightened police presence after fight at Sun Prairie Corn Fest

Today's Social Dilemma, Friday night a fight broke out between two teenage girls at the Sun Prairie Sweet Corn Festival. The Sun Prairie Police tried to break up the fight but forty teenagers who were friends with the girls surrounded the cops, screamed vulgarities and impeded the officers efforts to restore peace. The only two teens arrested were the ones fighting, should the police have arrested the others that made their jobs so difficult?
